Local Ordinances

San Francisco Recreation and Parks Department (SFRPD) prohibits drone operations in all city-managed parks under park rules adopted in coordination with the San Francisco City Attorney. The San Francisco Police Department issued General Order 5.21 addressing drone surveillance by SFPD and civilian operators in public spaces. The Golden Gate National Recreation Area (GGNRA), which includes Crissy Field, Fort Funston, Baker Beach, Marin Headlands, and Alcatraz, is managed by the NPS and prohibits drones except under a specific NPS Special Use Permit (36 CFR § 2.17). Ocean Beach, though located within the city, is under GGNRA jurisdiction. Twin Peaks, Dolores Park, Alamo Square, and Golden Gate Park are city-managed and prohibit drones.

Weather Considerations

San Francisco is famous for microclimates and persistent afternoon wind. The city averages 10-20 mph westerly/northwesterly winds in summer afternoons, frequently gusting to 30+ mph near the coast and hilltops (Twin Peaks, Sutro Tower area). Morning fog (Karl the Fog) is extremely common June through August, often persisting until noon. The Mission District and Potrero Hill tend to be warmer and less foggy than the ocean-facing neighborhoods. Winter brings rain and storms (Nov–Mar). Monitor KSFO/KOAK METARs and NWS Bay Area forecasts (forecast.weather.gov/office/MTR).

Seasonal Tips

BEST: September through November — fog season ends, winds calm, clearest skies of the year. October is the best month. AVOID: June through August (persistent afternoon fog and strong winds), November through March (storm season with heavy rain). Morning flights (before 10 AM) are calmest year-round but may have fog. Late afternoon flights in summer are extremely windy. Even on calm days, always check KSFO METAR before flying.
